Zero degrees of Capricorn is the December solstice, the Sun's furthest point south. In recent decades that moment has usually fallen on 21 December, often in the afternoon or evening by universal time. Noon therefore sits just before it in most years, which is why the tally comes out overwhelmingly Sagittarius, and why the six Capricorn years exist at all.
The drift behind that split is arithmetic. An hour after, wholly Capricorn.
The word cusp describes the state of someone's information, not a state anyone can be born in. It appears where a date is known and the year, the hour and the place are not. When those arrive, one sign is left standing and the other is simply gone.
