Wider signs give the ingress more room to travel across the calendar, and the June boundary is one of the clearest places to see that.

Does the solstice always fall on 21 June?
No. It has fallen on 20, 21 and 22 June over the last century, drifting later within each four year cycle and jumping back at each leap day. That drift is exactly why a fixed date range cannot answer this.
Why does this boundary move more than the January ones?
Because the Sun crosses Gemini and Cancer in about thirty one and a half days each, against about twenty nine and a half near early January when the Earth is closest to the Sun. Longer signs let the entry point wander further across the calendar.
