Why the blend cannot exist
At any given instant the Sun occupies a single point of ecliptic longitude. Two hundred and ten degrees is the start of Scorpio. A Sun at two hundred and nine degrees and fifty nine minutes is in Libra, completely and without qualification, and a Sun a minute of arc later is in Scorpio on exactly the same terms. There is no overlap, no shared band and no gradual handover between the two.
So what is the cusp? It is a way of hedging when the year, the hour or the birthplace is unknown. An astrologer given only a date near a boundary cannot say which side it fell on, and the honest response is to ask for more information. Describing the person as half one sign and half the other converts an information problem into an imagined condition. Once you supply the missing details, there is nothing left for the word to point at.
What the century actually shows
The tally is unanimous at noon. In all one hundred and six years from 1930 to 2035, the Sun had already reached Scorpio by midday on 24 October. That is worth saying without hedging, because most pages on this subject prefer to leave the reader uncertain.
It is not unanimous by accident. The Sun enters Scorpio some time on 22 or 23 October, so by the twenty fourth the crossing is comfortably past in almost every configuration.
